Grand Opening: Bon Accord Bridge & North Surrey Neighbourhood Bike Route, Sat. May 2, 11am-1pm

Good afternoon,

I’d like to cordially invite you to the official opening of the Bon Accord Bridge and associated North Surrey Neighbourhood Route which connects Surrey City Centre to the Fraser Heights neighbourhood and Port Mann Bridge into Coquitlam.  There will be a free family event between 11 AM and 1 PM on Saturday, May 2, 2015 with a ribbon cutting taking place at noon on the east side of the bridge (10907 144 Street). Representatives from the City and Province will be on hand to formally open the bridge and route.  I hope to see you there, and please feel free to forward this information to anyone else you think may be interested. Due to the nature and location of the event, there may be a significant demand for parking on-street within the vicinity of the bridge and in order to keep certain areas clear, some parking will need to be temporarily restricted on both sides of the bridge.  Cycling to the event is highly recommended. Should you have any questions, please do not hesitate to contact me directly.

We will have an update from the "Bolivar Park Committee", with respect to their progress with the petition to limit house size in parts of Bolivar Heights.

Attached as a PDF is "Vancouver Foundation Neighbouhood Small Grants Package" that was provided at Bolivar Heights Community Association on February 18, 2015. Surrey residents and associations are eligible to apply for and recieve these grants.

This program aims to build community and strengthen connections right where people live, in their neighbourhood.
Deadline is March 31.

UPDATE on Development Proposal Meeting (Wed. Feb 25) by HUB Engineering (Mike Kompter) regarding the proposed 12 three story duplexes at 13997 113 Avenue (Dev. Prop. 14-0325). There was significant opposition to the proposal, and there was a City Planner (Jeff Denny) who observed the proceedings with approximately 50 people present and will be reporting back to city hall. There was also significant dissatisfaction that no engineer/ architect drawings were provided so residents could look at possible scenarios. There were a couple of "informal votes" held by members of the audience through the meeting... Nobody supported the 12 duplex proposal, but there was also a formal proposal by the developer (HUB Engineering) for 8 smaller SF lots which would permit 8x3500 sq. ft. houses to be built. With this plan there would be six smaller (shorter lots front on to the section of 140 St, and then just one house would front onto 113 Ave, and 1 fronting onto 113A Ave. The two larger lots on 113th Ave and 113A Ave, would be narrower, and therefore only permit the construction of a 3 500 sq ft house on each street. I feel the Community Association should consider this proposal as well, because it would make for 8 more lots in the area that are only constructed up to the limit of 3500 sq ft (they would not be large enough for monster homes).

     As the property exists (with no change to zoning), it would be possible to build 6x3500 sq ft residences, although this would most likely (according to HUB) allow the construction of 6x6000 sq ft houses on these lots, due to all the loopholes.

    The realtor for the project (Bhupinder Litt), who represented the actually owner, briefly made the case that the 12 Duplexes would allow for more affordable housing in the area, and would therefore permit more young families to purchase homes in the area. It is true that once one development went through with these narrow width duplex lots, it would be possible to rezone many other lots as duplex, and this would certainly bump up the density in this area, which is an aim of the City of Surrey. Mike Kompter also indicated that HUB Engineering, and the developer would not be involved with the actually construction of the development, and would most likely sell the lots individually when the zoning amendment occurred. This further frustrated the residents who were concerned about what could possibly occur as the lots are sold individually, and thus not developed together, meaning no continuity through the development.

    Overall, the people at the meeting were strongly opposed to the development.

Many residents in Bolivar Heights recieved a letter in the mail on February 12 regarding an invitation to a public information meeting regarding development application "7914-0325-00" at 13977 113 Avenue. The public information session is to occur February 25, at 6:30 pm at Surrey Traditional School in the School Library (Learning Commons). The announcement letter is atached as a PDF, and also the related information sent to local residents within 100 metres of the property by City Hall in late January 2015.

Hello Ruth, here is the information we received in our mailbox on Tuesday, we are to doors farther away from the property than you, so you are certainly within 100 metres and should have received it.

I will attach it to this posting as well. There is a topic set up for it under "General Discussion".

   Letter sent to residents within 100 metres of the development as an attachment here. Letter is dated January 22, and it is stated that this development is at a "preliminary stage". Please read attached.

Some of you have probably noticed the proposed development sign at 13977 - 113 Avenue - developer is proposing "duplex style" homes (whatever that means) - 12 of them to be built on what presently is a four-lot piece of property.   They are asking for rezoning.   As things are going all around us, I could predict (and only predict) that some will end up with suites in them as well.   So the question begs, can this neighbourhood handle 12 more homes and possible suites?   If you think about it, that's 12 families and taking a conservative estimate of four members to each family, that equates to possibly 48 more residents on four residential lots.   I got a call from a neighbour directly beside the property telling me she has received a letter from the city inviting any comments, etc. in regard to this proposal.  Apparently, anyone within 100 metres of this property has received such a letter.   I'm hoping we can get a firm date set for the next meeting and can maybe get some flyers circulated as far around the area as possible to get as many on board as we can.   The developer obviously won't have to live in the area and face the congestion that will come along with it.   Maybe we can get someone from the Clayton Heights Assn. to attend this meeting.   I don't know much about Clayton Heights, only that most residents are totally fed up with it.  I guess the city doesn't consider our home, a mere five houses away being impacted in any way.  I sent my petition in to the city re mega houses and illegal suites and voiced my concern over what was going to happen to that particular piece of property.  I received a call awhile back acknowledging receipt of same and advising that it was in the "very preliminary stages."    I have not, however, been kept in the loop about the proposal.    This proposal needs to be stopped dead in its tracks.

Sorry, the Hall apparently has been booked for the 19th of Feb. Stay tuned for of revised  date of the next meeting.

CONFIRMED: The Next Bolivar Heights Community Association Meeting will be held the week of Wednesday Feb. 18 at the Masonic Hall at 14042 Grosvenor Road (Corner of Park Drive and Grosvenor Road). This will be an "Open Meeting" and we encourage everyone to bring their ideas. There will be an update on the proposal to prevent "Oversize Houses" being built in our community, a discussion of the proposed development at 13997 113 Avenue, and possibly an update on the operation of unlicensed recovery houses in our neighbourhood.
